I have examined the accompanying Ordinance, entitled

An Ordinance to amend the Law with respect to the liability of young persons to the death sentence.

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions

To provide for exemption from the death sentence of persons under sixteen, and to provide other punishment in place thereof. The Ordinance brings into force in this Colony the provisions of the Statute 8 Edward VII Cap. 67 s. 103 recently passed in England.
